No, you can also boot into single-user mode and reset the admin password. Once you have that, you can boot normally and manage accounts at will.<br>

If you have access to an admin account you can simply delete the other users from the Accounts Preferences Pane from the System Preferences window.<br>

If you have no access to an admin account your only option is to simply reformat the drive and reinstall OSX.<br>
