Well, if you really want to get pedantic, founder is just a flag on the chanserv privs. The spectrum of permissions that can be granted with chanserv is greater than that which you can share in-channel. There are really only the 3 levels in the "this trumps that" heirarchy.

The founder flag allows you to grant access to others. I'm not as familiar with this particular chanserv daemon. Where I had IRCop privs, we had a numerical ranking of privs, rather than the menu of privs freenode has.

To summarize what Christie referred to, the hierarchy is approximately*:
* in-channel privs (+m, +h, +o)
* chanserv privs (/msg chanserv help access)
* founder privs (just a special case of chanserv)
* ircop privs (of which group registration is a special case)

This is why it's not necessary to have a large number of +Fs; you just
need people who can override +o, i.e. who have chanop.

FWIW, Freenode ircops explicitly encourage not having anybody +o in
channel ever except when explicitly needed to perform some task (e.g.
setting a ban); even then you can often just do it via chanserv
without actually opping yourself.
* feel free to be pedantic if you want, I'm glossing
