<p>Look at the ground where the parking spaces are. Each space has a circular metal plate with two mm size holes, embedded in the asphalt. </p>
<p>One night at 1am, Mike and I saw 3 guys casually sticking probes through the holes and taking readings on a handheld meter.<br>
