This sounds like something that has nothing to do with GPS.<br>

You might take a look at the APCO Project 25 protocols. It's a digital<br>
radio mode for public safety communications.<br>
As some of the metadata fields on the transmissions are unencrypted<br>
and uniquely identify a station, it's been theorized that it'd be<br>
possible to perform doppler and RF analyses in conjunction with<br>
analyzing the packets to track stations.<br>

Maybe try getting a GNUradio implementation going to start playing?<br>
