There has been a bit of discussion on the list about people using NB as a shooting gallery. One way to curtail the problem is to do what the Swiss government did with their public Restrooms. Replace the lights in the Restrooms with Blue bulbs. If a person can't see their veins they can't shoot up in private and the problem either resolves itself or becomes much more public.<br>

This will make putting on makeup a bit of a problem but it is an easy and safe solution.<br>
