[Noisebridge-board] We should elect a secretary!!

[Noisebridge Treasurer]

I think we have a specific deadline for electing a new president.

But we don't have to do a full-on election for secretary. Usually it's
just a normal consensus item unless there's multiple candidates.

I just really want someone to take over keeping the membership list, etc.
