[Noisebridge-board] Lease extension and new monthly rent

Since one person (Krutcher) expressed skepticism about the renewal, I'm
leaning in favor of consensus. I have a letter, and I plan to get a panoply
of signatures on Tuesday, before sending emailing and mailing it out
promptly.
