[Build] breakers at 2169

When I stopped by last night it looked like the wifi AP (aka "somebody's
janky laptop") had lost power.  I'm guessing I or somebody else found
the right breaker to flip to turn it off.

Let's get at least minimal labeling (in a Latin script not Mandarin
please) on the breakers today so that we have some chance of getting
the lights turned off without turning off the infrastructure -- having
fully charged batteries for the cordless drills is also important.

I'm going to try to get this done but $DAYJOB takes priority and is
eating my brains, so no guarantees.
