I don't see anything in that quote about the ceiling light and switch
(unless it's considered part of the "power vent").  The current ceiling
is a lot lower than the real ceiling in the main room.  I assume
handling this is going to have to happen during the reframe of the
walls.  I don't recall where the current light or switch is, but
probably on the wall with the door, which is the one being torn out.

Jim do you have an opinion on this?  Is it a serious oversight or am I
just not knowledgeable enough to know it's fine?  Or is this what he
means by "Jim is doing the electrical"?

Other than this the quote looks reasonable to me... but Andy, I haven't
managed a construction project before, sorry!
