[Build] floor sanding test

as i understand latest discussions: 
   because NB seems to be somewhat divided on 
what to do with the floors and also we have a 
bid from a crew that may be a preferable 
approach to our doing it, it seems we're 
deferring doing a test patch until we've got 
a better idea of what we'll end up doing. 
   of course, doing a test patch may help us 
decide what to do....
