[Build] Garbage service

I volunteered to call up the utilities.  I put off handling the electric
b/c it's useful to have the front end known to be non-energized while
we're doing electrical buildout, but I should do the garbage ASAP.  I'll
call tomorrow and get that set up.

In the meantime it might be worth a trip to the dump; we don't have more
than about a couple cubic meters of trash, I think, but how nice it
would be to get it out!  Anyone with a pickup want to take that on?
