[Build] HVAC FAQ

To respond to questions I just stuck it all in one email.

* The HVAC system is to provide fresh air when large numbers of people are in the space.
* The fan system has filters to remove some of the "Mission" from the incoming air.
* A large fan doesn't do either of these things
* "For the 2 days a year when we need it" isn't solved by any fan-only solution, we would need active cooling for those days.
* Active cooling/heating is as easy add-on option with the air mover, but I doubt we'll add cooling/heating.
* Part of the HVAC plan is to also provide negative venting as well as the fresh-air feed.  The ammount of negative venting (cubic-ft/min) we need is small compared to the fresh-air needs.

Yes, I understand that we're over budget.  This is why we're getting most 
of the HVAC stuff for free.  The HVAC guy and I are still scrounging 
around for more free stuff to minimize anything we might need to buy.

Right now I'm working with a $0 budget to install this unit.
