Correct. And in fact some of the cheap dimmer units don't work well
with the inductive load that some fluorescent lights present. Because
of this, there are also relay units for DMX systems that can switch on
(100%) and off (0%) these reactive loads. I would presume the same
thing exists for Insteon systems as well.
