[Build] lowes has paint at same prices as home depot

On the painting front, I was at Kelly Moore today and learned of two
really cheap paint options.

One is that they have gallons of paint (in the back) for $4 that were
basically mixed for people but in the wrong colors. I was told that
every Kelly Moore should have these. That's an amazing price.

Second, they've started selling a recycled paint that runs $8/gallon.
It's not low VOC but that's a pretty interesting option. The KM store
that I visited in San Mateo said that it could take one week to get
these and the colors are kind of limited.

Their regular paint (Enviro Coat or Acry Flat) runs about $20/gal with
the contractor discount.
