[Build] West wall library and electrical.

   per previous emails, i, jim, am very interested in 
the library. 

   wrt electrical in the west end of 2169 as of sunday, 
20090913, every electrical thing that is there will 
remain there, according to plan, and it'll be possible 
to extend things as we need them. the pipe and boxes 
under the west windows will get one or two circuits 
in them (depends on power requirements) from the 
primary sub-panel on the north wall. the sub-panel 
newly moved to the western portion of the south wall 
is intended to power electronics workstations along 
the south wall and near the electrical storage room. 
   do you have some needs in mind?
