[Build] scrap material storage

I built a scrap bin to hold extra long, thin, materials in the shop.  I
couldn't come up with a really good place for it, so I put it between
the west doorway and the CNC mill setup.  Perhaps someone can come up
with a better place for it.

Also, I see that somebody has already built a space near the south
doorway to hold large flat scrap materials, and there are bins for
smaller pieces.  Hooray!  (The large-flat storage could use some
improvement, though, as it tends to spill out into the walkway.)

There's also another set of the yellow/blue bins floating around
somewhere, for more organization-fu.  Similar to these:
