[Build] Shop Basic Cleanliness Standard

Hi Noisebridge,

It's easiest to keep stuff clean when you know what the basic standard is;
in an environment as chaotic as Noisebridge, it's easy for those of us
afflicted with Clutter Blindness to simply not be able to see a path to a
Clean and Usable space; so I'd like to start laying out some Basic
Guidelines for Leaving A Space Usable.

The basic guideline for leaving the Shop usable is that when you're done
using the shop, *at the bare minimum* you should make sure that the center
table is clear of *anything* (that is, *nothing at all* should be on it)
and the floor all the way around the center table should be free of
obstruction.

Obviously, the back wall, which is the Wall Of Mounted Tools, should be
clear of Crap and the tools should be lined up and put away; and the east
wall, Where The Hand Tools Go, ought to be neatened; but if you just have
to get done and get out, *at a minimum* you should clear off the center
table and enough floor around it to make it usable.
