[Build] Lighting work

Here's an idea I had for dealing with lighting control.

Basically I want to add a daylight sensor and relay at the feed to the 
lights.  This will make sure the lights stay off when it's light enough in 
the space to not need additional lights.  This will give us a bigger 
rebate with PG&E.

Jim, is it ok to put the switches downstream of the lights on the neutral 
return?
