I'll throw $15 at this

the apartment people are a bunch of fucktards.  Seriously, this
required no more than 15 minutes and some paint.  But no... they
decided to use spackle and turn it into a huge project.  It's a good
thing to keep in mind for the future.  Don't ever expect property
owners (apartment managers, landlords, whatever these people are) to
act reasonably.

so much for efficiency.... I'm sure it was only drawn out like this so
they could justify the charge.
but, what can we do now other than pay?
