I'll be at the 30c3 and am also trying to figure out NYE. I was considering
Copenhagen.  Not because I know of anything special going on there, but who
wouldn't want to go to Denmark a week after the winter solstice? Anyway, if
there is a mass migration to Berlin I may join.
