Here are some more resources I've found for the vx7r:
This contains information on the format of the memory dump and the clone
protocol, in case you want to roll your own programmer, and how to make a
cable:

(Of course if you already have a TTL serial device like say a TTL-232R you
can skip the whole circuit board and just connect the wires where they
need to go)
vxu (http://www.onjapan.net/ham/) lets you backup and restore the memory
on a VX-5R and I think I remember reading (though I can't find it right
now) that it works with a vx-7r too.
vx7 commander (http://www.kc8unj.com/) is a closed source windows app, but
looks like it's free as in beer.
