My plan is to use 2.4 and 5 GHz equipment first, yes.

I'm sure that the only vendor which makes cheap frequency agile parts
that support TDMA is Atheros.  Xagyl makes an adapter with a 10x MOQ
that does 400 mhz, and Ubiquiti can also install transverters to order
with a large enough MOQ.
