[CQ] Mobile Recommendations

Hi Gang,
I'm looking to put together a new radio 'go-kit' and wanted some input
on mobiles.

Price: <$500

Here's some of the features I'd like to have:
* Dual Band 2m/440 (we use both in the Red Cross).
* OOB RX (So I can listen to the 10 other radios I have to use in the
Red Cross).
* Small (needs to go in a pelican case, ala 'go-kit').
* Rugged (again, pelican case + unfriendly handlers).

Features that would be nice to have but aren't necessary:
* Tri+Band (6m, 220, 900, 1.2, w/e).
* OOB TX mod-able (shush!)
* Packet Ready (I don't want to have to sacrifice a chicken to build a
packet cable).
