I've been seeing this one all over, but actual details are rather sparse 
on the ground.  This CNET article is one of the best.  I also found a 
page about the creator Kaylene Kau on a University of Washington design 
page:

The way I see it, if that thing really does function as a decent arm 
prosthesis, then there is a lot of hope for a really functional tail of 
the same basic design!  'cept of course I'd try to avoid the pinching 
hard plastic of that design...
