[Darkroom] Expiration date on packets of Hypoclear? Mixing stop bath?

Does it matter? There are a couple of packets expiring around 2006-2008,
and then ones that seem newer.

Additional is stop bath nothing more then just 1:4 of the vinegar on the
top shelf?
