[Darkroom] Water heater controller

Ok, so there's a dual solenoid valve in this thing.  If you remove the connections from the hot solenoid (it is the one on the right) then it should read between 18 and 22 ohms with a multimeter.

I suspect the plunger might be stuck, or the diaphragm might be dirty.  It is designed to be disassembled and these parts are service parts (they're said t be in the Annual Service Pack... yeah right)  but I suspect cleaning them carefully and pushing a thin probe through the pilot holes might fix the problem.
