[Darkroom] re-developing 35mm black/white film?

Hello-

In my first batch of developer (HC-110b) I must have diluted and mixed
incorrectly b/c all of  the negatives (Arista Premium 400) came out really
faint with very little detail. I've also cut the rolls into cell batches of
5.

Is there any way for me to correct this? Can I re-develop, stop, and fix
these negs to draw out more detail or should I try and fix in post?
