[Darkroom] re-developing 35mm black/white film?

It sounds like your film was underdeveloped. Unfortunately, once you've
fixed the negatives, all the undarkened silver is removed from the film, so
I don't think you can do anything chemical to them to develop them further.
You could try toning the film, but I don't know if that'll actually darken
anything (IIRC it changes the color of the dark areas of the image)

Personally, I've had some success scanning and tweaking vastly
underdeveloped film to get useful images out. Just don't expect a whole lot
of detail.
