[Hackability] Wheelchair Drive Design Question.

I just picked up something called an "Overlander PEV power
wheelchair".  I have started tearing it down, don't even know if it
works yet.  I noticed that each drive motor drives a belt to turn its
wheel.  Does anyone know what the reason is for this?  Adding a belt
adds cost and complexity, so I assume it has some advantage I don't
know about.
