[ml] SVM description available

It's not directly useful at the moment (because in order to get it to work
at all, I had to severely strip down the dataset and only did some very
naive processing of the data to get it into an appropriate format), but it
should be a decent basic guide for letting others get libSVM working:

I'm hoping to set up and get some useful MapReduce processing running this
