[EEG] open eeg/ocz nia "success"

Realistically, we could be working on noise reduction and software
NOW.  And I'd like to be, frankly, because it's somewhere I can
actually contribute.  We have eeg data.  We should start playing with
it.  And hopefully soon we'll have better EEG data, and the equipment
to get more whenever we want.
