BrainBay is really cool open software designed to work with the OpenEEG boards.

For half the prospective price of the OpenBCI board, you can presently order a board based on OpenEEG (which actually has open source EagleCAD files and full instruction manual) from Olimex:
https://www.olimex.com/Products/EEG/OpenEEG/EEG-SMT/open-source-hardware
You are supposed to get 4 active electrodes and 1 passive electrode, so the total comes to about $160.
I ordered one, so we might have it by next Thursday. It said 2-4 days shipping, but if it's coming from Europe I expect it to take longer.
The EEG-SMT comes with a lot of really neat open source software, and some great manuals (on the webpage). I would like to figure out RapidMiner for prototyping the machine-learning and signal processing portions. RapidMiner has a version that is free.
