The board has all the legal liability, and should be doing a lot more than a
couple hundred dollars worth of work a month.  If people pay for membership
and the board screws them over, they can always sue the board (breach of
contract, theft, dereliction of duty, whatever), but it's not reasonable to
expect the board to be legally liable if they don't have control of the
corporation's actions, and it's not reasonable for a member to expect power
without being responsible for the repercussions if their power is abused.

We can talk about it tonight, but I expect that any concerns members have
about their money being misused are addressed in law, and could be further
refined with membership agreements if necessary.
