They're donations in the same way all the other gear I brought in are
donations.  They're available for use by anyone, including me, but I
don't think anyone is going to complain too much if I take the
anti-zombie arsenal back.

Ultimately, the thing that determines ownership is the ability to get
a judge to order the sheriff to get the gear and give it to the
petitioner.  The sort of transfer that John made with the DL380s is
what a lawyer would call a gift under property law.  Based on prior
experience, I believe that without some evidence to demonstrate that
the gift was given and accepted, the accepting party can't exercise
that power to claim rightful ownership of gifted property if the
property in question is taken back.  I don't know whether that
evidence exists in the case of the DL380s.
