You may not be able to build your own ISS but you can build your own
satellite and launch it on a rocket for $8k:

I created Spacehack.org (a directory of ways to participate in space
exploration) after I left NASA last year and just thought I'd briefly say
hello since there seems to be some fellow space geeks on the list. There's
definitely some projects on there that might be of interest to Noisebridge.

Also, a super easy way to know when the ISS will be overheard is to use
http://twisst.nl/ - sends you a personal @-reply to your Twitter account
several hours ahead of time with all the details.
