Hack tags?

Suggestion: when something comes into the space, tag it with the
arrival date in sharpie + masking tape.
Anything untouched after N months is a candidate for E-waste, plus the
date can be used to prioritize FIFO space reclamation. A date tag is
also an indication that "this is available for hacking." Anything
untagged is a sign to ask around before messing with it.

I would also suggest that infrastructure be tagged with the name of
the "owner"/group for a similar reason. (And here I use "owner of X"
for lack of a better word indicating "person who has spent time/hacked
on X").
