Of course it's pretty useless to have additional scheduled pick up times 
if the trash doesn't actually get taken out. For instance, today it was 
taken downstairs but not out onto the street, so they couldn't actually 
pick it up.

I have put in place a solution to this problem. All, please drop me a 
message with your cell phone # if you're willing to talk with people on 
the phone and walk them through correctly taking out the trash. (I will 
not publish your number)
