I just would like to confirm the same problem. A week ago I've tried to do the 
same and nothing but I'm not an official member.

Hrm, that sucks.  I'm not moderator for rack, and yeah, it might get
thrown out by default due to spam volume.

Nah, if a mod req isn't dealt with in 24 hours it's probably lost to the
world.  Go ahead and implement plan B at that point.

Obviously it's not sane for our primary sysadmin contact to be a
moderated-for-nonsubscribers list that doesn't get demoderated in a
reasonable time period.  The spam problem for rack@ is pretty serious
though, apparently.

Clearly we need to do something different; thanks for bringing this up.

I'll go ahead and create the list, thanks for the details and sorry for
the delay.
