Actually, Arabic has 28, so it might be Arabic, and one letter just
didn't happen to be used.

However, Arabic is written right-to-left, and this appears to be
left-to-right with an indented signature at the end.

Also, I don't know Arabic and couldn't crack it, so I'll try it
as if it's English.

Another possibility is that it's Romanization of Arabic, which
would be even more difficult to crack than straight Arabic due
to the alternate spelling variants.
