Also, I realized recently that Paypal's "funding mix" strategy is a
bit weird and here's why.
They want to allow you to fund things with a credit card.
However, credit card companies charge ~2% for handling it.
Paypal could charge you that much, but many people, especially those
maintaining balances, would complain.
The logical choice would be for Paypal to charge you 2% IFF you're
using a credit card to back your payment. But that is against VISA/MC
rules. You can't offer discounts for cash or surcharges for credit
cards. I'm sure you can figure out why.
Now, some businesses still do offer discounts, and VISA/MC would like
you to report them, but there's no incentive for you to do so.
So, there's a confusing mess of forcing you onto "business" accounts,
and linking to bank accounts, possibly to get around all this.
