I'm not sure what calling the cops would do besides make people more
dependent on uniforms.

It's clear that he doesn't understand how his actions are affecting others.
I think I know who it is, but I haven't interacted with him a great deal so
I can't say. However, what measures have people taken to help him understand
that he is becoming an unwelcome guest?

If he understands why he's becoming unwelcome, perhaps that will help get
through to him. I wonder if maybe someone could set a personal limit,
approach him and attempt to get through to him, and once they have hit that
personal limit, figure out the best way to send him somewhere else?
