They do work.  I used my local one (Express Photo & Mail on Haight
Street) and paid them $330 to get me a replacement passport when I ran
out of pages (yes, really).  They got one in 5 days.  I'd be dubious
about anyone who claims "in 24 hours", but under a week is certainly
possible.

However, I'm not sure how the ID situation complicates things; I think
you need your birth certificate plus a photo ID.  Also complicating
things is the upcoming 3-day weekend during which the state department
will be closed.
