to be fair, the exploit isn't in the tickets, it's in the prize structure.
You still can't predict the winning ticket with any better accuracy, but
 the expected value of simply purchasing tickets actually becomes > 1,
because the payouts have gone up.

Also, it sounds like the city's actually aware of the situation, but it
doesn't harm them, so they just leave it. interesting.
