Inkscape can be setup so that it does not change line width when you scale
an object. It is trivial to setup since this option has a button in the main
toolbar.

The guys in Metalab (Vienna hackerspace) developed a free-software CUPS
driver for their EPILOG laser cutter so that it can be used without having
to rely on proprietary sotware.
