everything about the game has been carefully designed to control
payouts and entice the consumer.”

Casinos have done just fine with hardware random number generators
such as dice and roulette wheels for centuries. This bid to manipulate
consumers with an unfair game strikes me as a case of extreme hubris.
Perhaps the real solution is to end the state monopoly on gambling.
