Here's my response to this: there is nothing preventing anyone from taking
this on on their own. If it's too much work for a single person, they can
ask for support, and I'm sure there are people who'd be willing to help out,
especially if it's a very excellent project.

The point behind using consensus is that you can rarely put anything through
it, thus (in theory) encouraging people to ignore the political process and
just go and do stuff. There are no "stakeholders", except for the personal
investment an individual has put into a particular project.

If you're working on a big project that requires moving around other peoples
stuff, ask them about it, ask them what they think. Who knows, maybe they
think it's a good idea and want to help you, thus you get immediate support.
Getting the entire membership behind any idea will almost never happen,
because we're all different.
