Zach,

Welcome to the list.

I know there are times when you need a good meter, but back in the day when
I was repairing TVs and VCRs, I would unsolder one leg of a suspect
capacitor, and then solder a new one on the board temporarily to prove its
faulty or not. A capacitance meter would not prove the capacitor is good,
unless you measure Equivalent Series Resistance(ESR) as well.
