http://www.batteriesplus.com/  in SF does the testing part, anyway.  Thjey 
are super cool, I brought a motorcycle battery in a couple months ago that 
I though was dead, but they tested it and told me that while he'd love to 
sell me another battery, there was nothing wrong with it.

Don't know about recon.
