Ideas should be judged on their merit, absolutely. However, when  it comes
to getting a group to adopt and support a difficult guideline of any kind,
my direct experience has repeatedly been that the amount of energy and
compliance is directly proportional to the amount of investment and
ownership that the constituents of the group feel towards the idea.

Unless you are paying them, or otherwise in a position of authority over
them.

The way this idea was presented for public debate felt very much like it was
already fully formed, and not at all like it was truly being put up for
compromise.  Whether that was the intention or not, that was the outcome
from my pov.
