Check out Parallax's Propeller. May be too expensive depending on what you're doing, but it meets the specs (except DMA):

I used one in my Laser Range Finder (http://www.grandideastudio.com/portfolio/laser-range-finder/)  It was a bit of a learning curve, but ultimately very powerful and cool.
